This photo is very catchy because of the symmetry and the simple textures of the sky and water separated by the complexities of the bridge. The long exposure smooths out the water and clouds to create a something different than what we’re used to seeing.
Coincidentally, this is a pinhole photo. Just goes to show that a well designed and well built pinhole camera can perform amazingly in the hands of an experienced photographer. The camera used for this image was a Zero 69 by Zero Image — the crème de la crème of pinhole camera makers.
